Let's start off with the code. It's a Pro Action Replay code. With it, 
whenever you're assigning people to an island, the number remaining will 
stay at 80, without going down. You can raise the amount of people well past 
999; however, if you raise it too high, it'll go back to 999. The number 
will still show 999. Also, the city's population will still go up if you 
have more than 999 max people in the city, while less than 500 are 
unemployed. Once you get to the last island of Epoch 9, the game will 
automatically use up any amount of people you have left. In order to go on, 
you'll have to turn the code off when you think you've got enough.
